My IP is blocked

I tried to edit a page and I got a notification that my IP has been blocked. I am using an Internet cafe and i was told there is no VPN installed.

This user's unblock request has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy).

Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 197.210.71.129. I'm working from a public domain using the internet cafe. So I'm wondering why my IP is blocked. Please kindly look in to this

I have edited the article to make it neutral. This change makes the article more objective and less exaggerated. I have also removed peacock words found. I declared COI for the article i was paid on my User page, Which is Demola Banjo and it's not for Ola Oresanya.
